(frozen comment) RoE and Contingencies
sometimes, Itsuki has a set of conditions at the front of her mind for transforming in front of people that don't already know what she is. To cover it briefly here, she transforms into a legendary warrior, Cure Sunshine, which is not recognizably her but creates noticeable trends when Itsuki disappears and Sunshine's in her place, let alone if she slips and calls someone by their name that Sunshine hasn't met. Once she's worked out a set of rules of engagement with the remainder of her castmates - most of the Heartcatch team arrived on the train with her - it'll replace this one, but this'll be how she operates until then.---
Prime directive: Protect allies and friendly assets (or protection targets)
If allies are in imminent danger and Sunshine would make a difference (or not be actively harmful), transform immediately and deal with the fallout later; otherwise-
If only people that already know the secret are nearby, transform but make herself scarce afterward if it's not safe to change back; otherwise-
If time is critical and only trusted allies are nearby but she can't get away, attempt to organize a distraction but if that fails, transform anyway; otherwise-
If time is critical but unknowns or threats are nearby, only transform if threat profile becomes more severe or a distraction presents itself; otherwise-
If time isn't critical, hide somewhere and transform, attempting to obscure that Sunshine is coming from the same place Itsuki went, or alternately if she knows ahead of time she'll need the extra power, deploy as Sunshine in the first place.
Attempt to save transforming for important work only, though exceptions can be made for training.
Power management directives: Conservative; take opportunities when presented; prioritize defense
If an opportunity to finish the job presents itself, take it and don't spare power, using skills and abilities if able and necessary; and-
Focus on shielding if transformed and allies are present and need cover, keeping in mind that some allies (and herself) need less or no defense from her; and-
Conserve power where able, using less magic and not focusing so much on offense if she's supporting allies; except-
If alone or not transformed, don't conserve power and focus on ending the battle as quickly as possible, though try to avoid risks to herself; and in either case-
Attempt to minimize damage to surroundings that would endanger allies, keeping in mind that the Heart Tree's power probably extends here since she has power at all, and so damage to nearby objects is likely to be repaired at the conclusion of battles she transforms in; and-
Maintain operational security, withdrawing if she's at risk of being knocked out of form (functionally, at low HP) or if Blossom or Moonlight are at risk of the same (and bringing them with her).

Itsuki doesn't currently have contingency plans for if something goes wrong and she needs to organize the distraction herself. This is likely to change if things go pear-shaped.
